The American Civil Liberties Union Foundation of Arizona seeks applicants for a full-time Staff Attorney position in Phoenix.

The Job: Under the direction of the Executive Director, the staff attorney will administer the statewide legal program, which is based in our ACLU of Arizona offices in Phoenix. The staff attorney could personally engage in litigation up to 25% of the time.
RESPONSIBILITIES:
Coordinating the legal intake process by reviewing and evaluating requests for legal assistance;
Staffing and providing relevant information to the ACLU-AZ Legal Panel of the Board of Directors;
Coordinating all ACLU litigation in Arizona and monitoring the progress of cases undertaken by the ACLU-AZ;
Recruiting and supervising law students interns;
Conducting litigation in federal and state court, including, discovery, briefs, trials, appellate work and amicus briefs (usually in conjunction with volunteer attorneys);
Researching civil liberties issues, writing legal memoranda and letters;
Recruiting volunteer attorneys and acting as co-counsel with ACLU volunteer attorneys;
Preparing reports on litigation activities to the Executive Director, Legal Panel, and ACLU-AZ Board of Directors; and
Maintaining the legal docket (including an on-line and newsletter docket).
At the direction of the Executive Director, the Staff Attorney also occasionally will be asked to:
Research and prepare legislative testimony and/or fact check public education brochures informing people of their rights;
Engage in public education and speaking in order to articulate ACLU views to the public and the media on a broad range of issues; and
Travel (for which reimbursement is provided) to attend local meetings and, periodically, statewide or national meetings.
QUALIFICATIONS:
A J.D. with at least 2-3 years of legal experience; Preference will be given to applicants with demonstrated experience in constitutional or public interest law.
Applicant must be licensed to practice in at least one jurisdiction; membership in good standing in the Arizona Bar is preferred.

Applicant should be self-motivated and have a commitment to civil liberties and civil rights;
Applicant must have strong interpersonal skills and the ability and willingness to function as a member of the team;

UCLA School of Law’s Native Nations Law and Policy Center seeks a Project Director for a two-year study of the administration of justice in Indian country.  Principal Investigators for the project, which is funded by the National Institute of Justice, are Professor Carole Goldberg (Law, UCLA), Professor Duane Champagne (Sociology, UCLA), and Professor Kevin Washburn (Law, University of Minnesota). The Project Director will assist the Principal Investigators with the design, implementation, execution, and reporting of the project, including securing necessary permissions from human subjects boards, and managing the collection, analysis, and reporting of data.  The Project Director will also recruit, train, manage, and supervise student researchers in the collection, analysis, and coding of data.  In addition, the Project Director will plan and organize research site visits, conduct qualitative interviews at the sites, and manage student interviewers.  Requirements include an advanced degree in a related discipline (e.g., Law, Sociology, Criminology), experience working in tribal communities, strong organizational skills, and familiarity with qualitative research methods.  Starting date is January 1, 2007 or shortly thereafter.  Salary range is $50,000-$60,000, depending on qualifications and experience, plus an excellent benefits package. Southern Arizona Legal Aid, Inc has an immediate opening for a staff attorney in its Lakeside office. The program serves nine counties in Arizona and eleven Indian Reservations.  The Lakeside office serves Navajo, Gila  and Apache Counties, in Northeastern Arizona. STATEWIDE NATIVE AMERICAN ADVOCACY COORDINATOR

The Northwest Justice Project (NJP) is seeking applications from qualified persons to work in the capacity of a statewide advocacy coordinator primarily related to the program’s legal representation and advocacy on behalf of Washington’s Indian communities and populations.    The position will support both NJP’s Indian law specialized Native American Unit as well as field office and brief service advocate staff in their work on behalf of Indian people within the local service area. Service responsibilities will be statewide and will require significant travel to reservation communities and NJP field offices throughout Washington state.  A description of the job responsibilities and desired qualifications follows: 

The Native American Advocacy Coordinator will be responsible for supporting high quality client representation in substantive legal areas of specialized Indian Law practice as well as in general legal practice areas that have a significant impact on Indian people and communities, through:   Planning; facilitation; case/project management and implementation; training/professional development of legal staff; coordinating with Indian service providers and Indian Law entities and advocates throughout the state; and, leading significant and collaborative outreach efforts to reservations in Washington.  The Native American Advocacy Coordinator will work as part of a statewide team committed to technical advocacy support and professional development needs of program staff and other advocates within the statewide Alliance for Equal Justice and will assist NJP’s Native American Unit and field staff in the provision of high quality representation to Washington's Native American/Indian people.

Job Functions:

  • Identify, assess and communicate emerging issues, unmet client focused legal needs, including needs unique to Indian populations and communities that experience particular barriers to accessing the justice systems, and develop and promote effective advocacy strategies in cooperation with program staff, administration and equal justice partners.
  • Facilitate the work of the statewide Indian Law related advocacy task force and work groups, and individual advocates, and coordinate with Washington’s Alliance for Equal Justice partners to develop and promote effective strategies to maximize client service delivery and identify, articulate and be accountable to case service priorities for the Native American Unit and statewide service delivery.
  • Assist individual advocates, task forces, work groups, in conjunction with others as appropriate, in defining and obtaining client representational objectives, including resolving potential inconsistencies in client representation strategies, funding source compliance requirements, professional responsibility and ethical obligations, and/or competing interests of client communities; co-counseling; and, otherwise serving as a resource to help advocates address client needs. 
  • Provide limited direct representation to consistent with client needs and the case priorities of the Native American Unit.
  • Support and strengthen non-litigation advocacy projects including community legal education and prevention efforts, training and development of legal advocacy resource materials, assisting with maintaining web based client information and advocate resource materials, client/community/program relations, collaboration with the Indian bar and tribal court-related access to justice activities, and similar activities that promote and expand access to justice for low income Indian persons throughout the state.
  • Coordinate and assist staff and local equal justice partners with regional and state planning to assure incorporation of Indian legal needs and service delivery strategies in priority setting, outreach, and coordination on local, regional, and statewide service delivery.
  • Work with advocate staff to assess professional development needs and performance, and develop training partnerships with other civil legal services providers statewide, expand expertise, and consistent with the State Plan, increase the capacity of equal justice partners in a manner that encourages and promotes access to justice for low income Indian persons throughout the state.
  • Regularly assess client representation and advocacy activities to ensure the most effective, efficient, economical and accountable use of program resources consistent with the program mission and Washington Access To Justice Board's Hallmarks and State Plan.
  • Maintain awareness of relevant national developments, including proposed or pending legislation and litigation; contribute as appropriate to pertinent activities of national groups including the National Association of Indian Legal Services (NAILS) and the Native American Rights Fund (NARF).

Capabilities:

  • An understanding of the civil equal justice legal needs of low-income Indian people and communities, including the unique needs of Native populations and of effective approaches and methods for addressing those needs.
  • Significant expertise in Indian Law. Definition/Purpose:
Oversee and manage the office of the Tribal Attorney. Provide legal advice to the Fort McDowell

Yavapai Nation Tribal Council, tribal departments and economic enterprises. Represent the Fort McDowell Yavapai Nation in matters brought in state and Federal court.

Essential Functions:
Essential functions may include the following tasks, knowledge, skills and other characteristics. This list of tasks is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and tasks performed by positions in this class.

Tasks:

Manages staff of the Tribal Attorney’s Office; supervises, assigns and reviews work of subordinate staff; provides/oversees staff training; prepares and presents budget; monitors expenditures; makes purchasing/procurement recommendations; oversees operation of the Legal Advocate office and staff; works at hours and times outside of normal business hours and days.

Serves as legal advisor to the tribal council, tribal government departments and economic enterprises; provides legal advice and analysis of tribal, state and Federal laws and regulations; drafts and revises the Tribal Constitution, Law and Order Code, other tribal laws, ordinances, and policies; drafts, reviews and recommends changes to contracts; reviews other agreements, proposals; represents the Fort McDowell Yavapai Nation in state and Federal court actions; performs other duties as assigned or required.

Knowledge/Skills:

·  Knowledge of the Fort McDowell Yavapai Nation Constitution, Law and Order Code, Arizona Revised Statutes, Federal Indian Law, Indian Civil Rights Act, Indian Child Welfare Act,

·  Knowledge of Indian Gaming Regulatory Law,

·  Knowledge of Tribal Case Law, Federal Rules of Evidence;

·  Knowledge of contract and employment law;

·  Knowledge of state and Federal court protocol, proceedings, and practices;

·  Knowledge of legal research utilizing books and electronic research systems;

·  Knowledge of the principles of management, administration, supervision;

·  Knowledge of the principles of budget, personnel management and record keeping;

·  Skill in interpreting and applying complex laws, statutes, ordinances, and rules;

·  Skill in drafting complex court orders;

·  Skill in managing a high case load consisting of a variety of case types;

·  Skill in utilizing a computer and in software capable of word processing;

·  Skill in establishing and maintaining effective and cooperative working relationships with other departments of the Fort McDowell Yavapai Nation, state and Federal officials, departments, and agencies.

Minimum Qualifications/Education:
An attorney licensed to practice law in the State of Arizona or an attorney who possesses a license to practice law in another state and obtains a license to practice law in the State of Arizona within 12 months of hire. Three years of experience as a trial attorney or advocate that included administrative/management and/or supervisory responsibilities.

PAY RATE:$115,951.85 to $139,142.21 Per Annum (DOE)

The Tribal Lands Associate Director supports and assists the Program Director with planning and accomplishing the goals of the Tribal Lands Program.
