Fred DuVal (Class of 1980), the incoming chairman of the Arizona Board of Regents, called for bold changes to Arizona’s public-university system in an editorial published on Sunday, June 19, in The Arizona Republic.

In it, DuVal proposed “the first $0 tuition increase in modern history. That’s zero. Arizona families need a break. State revenues are trending back up this year, enabling the Legislature to restore some of the recent, deep university cuts that will make this goal possible.”

He also promised the Regents would explore significant changes to financial aid, propose “performance-based funding” to focus both on student retention and the universities’ contributions to the state’s workforce needs, and encourage a doubling of university research, among other changes.
